Secretary of State Marco Rubio credited the U.S.-backed reconciliation talks with creating the conditions for Machado’s safe return, saying in a statement on Sunday that negotiations offered Venezuela the best chance in decades “to peacefully achieve not just a free and fair election but an enduring democracy.”
Rubio had previously said that Machado had the right to return to her country when she wanted. But since U.S. forces captured Maduro in a Jan. 3 raid, he and other U.S. officials repeatedly asked her to wait. When she attempted to return in the aftermath of earthquakes that devastated northern Venezuela in June, U.S. opposition derailed her trip midair.
